Article I -- Introduction, Objectives, and Goals

A. Introduction: The Mid-Maryland Girls' Basketball Association is an organization dedicated to the advancement of female athletes in the eighth grade and below. Supported by various area youth organizations and by the local high school programs, it provides a sports program for young women representing defined geographical communities.
Team sports provide an opportunity for improving social skills such as sharing, teamwork and group interaction while enhancing those individual intrinsic values of self-motivation, self-initiative and self-improvement. The Association views those values as necessary for developing a competent and confident person ready to meet the challenges of adulthood.

B. Purpose: The purpose of the Mid-Maryland Girls' Basketball Association is to encourage young women during the middle school years to develop positive self images and social skills by participating in team sports without regard to race, creed or religion.

C. Goals: a) Develop strong personalities by encouraging sportsmanship, teamwork and social interaction;
b) Enhance the individual self-esteem, motivation and initiative of young women by recognizing their efforts through sports achievement and participation;
c) Provide an opportunity for young women to develop athletic skills in an environment that encourages each individual to practice and achieve her own level of confidence while feeling pride in the accomplishments of her team.

Article II -- Association Government

A. A Board of Directors consisting of one Director appointed from each of the member teams associations will govern the Mid-Maryland Girls' Basketball Association. Directors will be appointed each year and will begin their office at the fall meeting. A list of current Directors will be an appendage to the by-laws.

B. Officers of the Association will be elected by the Board of Directors and will be chosen from the Board. The Officers will be a President, a Vice-President, and one Division Coordinator per Division. Elections will be held at the fall meeting and a current listing of Officers will be an appendage to the by-laws.

C. The Association will conduct two official meetings each year; the first is to be held in the fall prior to the season and the second after the season in the spring. Other announce meetings can be called at the discretion of the President with sufficient notice to each Division Coordinator. It is the responsibility of the Division Coordinators to get the necessary information to there team Directors.

D. Officers, coaches and members of the community may attend meetings of the Association. Only Directors or their alternates can conduct business of the Association by using voting rights. A proxy may vote subject to written authorization by a Director. A quorum for meetings will consist of two thirds of the Board of Directors.

Article III -- New Membership

A. Membership in the Association may be gained by an application at the spring meeting, an application that addresses the territory or the middle school as the draw area for the new team. Ideally, a new association will enter two teams, a varsity and jayvee, the first year of play. Unless the Board makes an exception, two teams per association are required beyond the first year of play.

B. A two-thirds vote is required for the addition of new teams.

Article IV -- Eligibility

A. All students in the eighth (8th) grade or below who will not turn fifteen (15) prior to December 1st of the current year are eligible.

B. Ages of the players shall be validated by birth certificates available to the associations.

C. It is the responsibility of the each association member to provide the necessary proof of player age, school attendance and academic eligibility if requested by the Board of Directors.

D. Any player changing teams or playing in a draw area other than her own must have the approval of the Board of Directors.

E. Each draw area must field one "Varsity" team consisting of players in the 8th grade or below and one "Jayvee" team consisting of players in the 7th grade or below.

F. Eligibility for participation in the Jayvee games is limited to players in the 7th grade or below. A player may not play at both the Jayvee and Varsity levels.

Article V -- Playing Rules

A. Playing rules for this Association will come from the National Federation of State High School Associations and from the Maryland Public Secondary School Athletic Association (MPSSAA).

B. Exceptions to these rules will be found in Article IX of the by-laws.

Article VI -- Rosters

A. Completed rosters must be available to the President by December 1st of the playing season. Final Roster by January 15. These rosters shall include the players' names, ages, school attended, grade in school, and jersey number.

B. No changes may be made to a roster after January 15th. Roster changes and additions made before that date are to be reported to Division Coordinators and the President.

Article VII -- Responsibility of the Home Team

A. The home team must provide two adults (over eighteen) to serve as the official scorebook keeper and timer. The visiting coach may request a delay until adults are available.

B. The home team must provide a regulation woman's basketball for the game.

C. The home team is responsible for submitting game scores. It is the home teams responsibility to submit game scores to the league's Webmaster within forty-eight hours.

Article VIII -- Schedules

A. A game schedule will be sent to each association by the President before the season and will be strictly followed.

B. Cancellations and rescheduling of games done for the convenience of either or both teams will incur penalties of twenty-five dollars ($25.00) per game to be paid to the officials' association. Changes for convenience made within forty-eight hours of the game will result in paying the full fees to the officials' association. Member associations are not responsible for changes necessitated by weather conditions, by school closings or by the loss of a gym due to non-scheduled school events.

C. Any changes in scheduling must be approved by the Division Coordinators, the President and by the coaches of both teams involved.

D. Teams will make every effort to reschedule cancelled games. The decision whether a game will be forfeited or not rescheduled without penalty to either team remains with the President.

Article IX -- Special Rules

A. Games will consist of four quarters lasting seven minutes for both Jayvee and Varsity games with a stopped clock. Any overtime period will be an additional three minutes.

B. There will be no backcourt defense at any time during the entire game when the defensive team has a lead of fifteen (15) or more points. After one warning an official may assess a technical foul to the coach, resulting in two free throws and possession to the other team. The officials are encouraged to use their discretion in these cases and the technical foul will not be assessed as a conduct foul to the coach. This rule is to be brought to the attention of the officials before the game.

C. The three-(3) point shot rule is in effect for all games.

D. All players on each team must participate in the game unless there is an issue of injury, illness or disciplinary action. Failure to do will result in a forfeit if documented in the official scorebook. If a player is in uniform and sitting on the bench but will not be playing, then her coach will so inform the opposing coach before the game. There is no mandatory playing time for any player.

E. Any coach receiving a technical foul for misconduct or any coach ejected from a game must be reported to Division Coordinators and the President by that coach's association in a timely manner following the game. Any coach ejected from the game is to leave the premises immediately and is suspended for, at a minimum, the team's next game. Failure to observe the suspension will result in a forfeit.

F. If no officials are present thirty (30) minutes after the scheduled start of the first game (usually the Jayvee game), the games will be rescheduled. If only one official is present, it is the decision of that official whether or not the game is to be played.

Article X -- Academic Eligibility

A. The Mid-Maryland Girls' Basketball Association adheres to the Academic Standards of Extracurricular Activities (Eligibility) approved by the Frederick County Board of Education on 2/19/96. A player becomes ineligible with one or more "F's" or a GPA below 2.0. A player does not become ineligible at an interim marking period although she may regain eligibility at that time. A player loses or gains eligibility on the day the report card or the "interims" are issued.

B. The primary responsibility of enforcement of eligibility standards rests with the individual associations. All changes in eligibility status are to be reported to Division Coordinators and the President. The President will resolve any disputes concerning eligibility.

C. Any player suspended from school may not participate in a Mid-Maryland game until she is re-instated at her school. Any player used in a game when she is considered to be suspended by her school will cause her team to forfeit that game.

Article XI -- Player Conduct

A. The Association strongly supports competitive and clean behavior. It is recognized that in a competitive situation and in a challenging game emotion is high. Members of the varsity and jayvee teams are expected to conduct them in a proper and sportsmanlike manner regardless of how rough the game seems or what the outcome may be. They will respect the other players, the officials and the spectators. The following behaviors include some of the violations that may result in a player's being suspended for her next game or for additional sanctions thought to be necessary by the Association. As a rule, if the behavior is seen as unsportsmanlike, the association for which she plays should take the first appropriate disciplinary action. Such behaviors include but are not limited to;
  1. A technical foul for unsportsmanlike conduct
  2. Use of foul or obscene language
  3. Carrying a weapon or dangerous object
  4. Smoking on school property or the use of drugs or alcohol
  5. Stealing
  6. Fighting
  7. Disrespect or argumentative behavior toward officials
  8. Damaging or misuse of school property
The association director shall advise Division Coordinator and the President of the action taken. If repeated violations occur, Division Coordinator and the President may suspend the player for the season. Players who are suspended by the President will have a letter sent to their parents or guardians explaining the rationale for the action taken. Permanent suspension is the last resort of the Association and will occur only when all other means have been exhausted.
The member associations, through their directors and coaches, have the primary responsibility of assuring the sportsmanlike behavior of players, coaches and fans. The Association may offer guidelines and suggest sanctions but, at the time of the offense or when the objectionable behavior occurs, the officials in the gym will hold the directors or the coaches responsible for resolving the problem.

Article XII -- Protests

A. Protests will be decided by the Board of Directors or a panel selected by the President. The member association making the complaint will be called the applicant and the alleged association (team) in violation will be the respondent. The applicant will make his protest to the President in writing, with a copy to the respondent, within five days of the alleged violation. If the President cannot address the complaint, it will be given to the Vice President. Officers cannot serve on a panel if their teams are party to the protest. A twenty-five dollar ($25.00) fee will accompany the protest and will be refunded if the protest is upheld. The Board will promptly call a panel hearing with the interested parties required to attend and to present evidence covering the issue in question if the Board so chooses. A written decision from the panel will be final.

B. The five- (5) day time period will be determined by the delivery of the protest to the President or by postmark if mailed. Penalties will be restricted to warnings, forfeiture of game(s), suspension of player(s) or suspension of a coach.

The above configuration was created based upon records from past seasons, geographical alignment and historical rivalries. During the 2006-07 and the 2007-08 seasons, a grandfather provision allows any girl who has played in Mid-Maryland prior to the 2006-07 season to remain with her original team. St. John’s is an independent Catholic team that is not affiliated with any one school. The St. John’s draw area includes players from St. John’s Regional Catholic School, Mother Seton Catholic School, the Academy of the Visitation and St. Thomas More Academy. St. John’s may also recruit players who are members of any Catholic parish in Frederick County. These players, however, must tryout for their own draw area team and must be cut prior to trying out for St. John’s. Girls playing for St. John’s in one season are grandfathered with St. John’s in the next season. The cases of other students who attend other parochial schools or who are home schooled and who wish to play in Mid-Maryland will be decided on an individual basis.
In the event that a re-districting may change a particular draw area, a player may continue with her original team. Players desiring to change to a new draw area team must be approved by both the losing and gaining teams and by the President. A coach must have been coaching for at least one year with an association before his daughter(s) may leave her home draw area to play for her father.


APPENDIX B

TOURNAMENT SEEDING

Each division will host its own post-season tournament. At the Spring 2006 meeting of the League, a method of improving competition known at relegation was adopted. Jayvee division records will determine which one or two teams will move to stronger or weaker divisions in the following season. These new alignments will be determined at the post-season meeting.

Seedings for post-season tournaments will be based upon division records (most wins or fewer losses). If necessary tiebreakers will be used in the following order;

  1. Head to head record
  2. Coin Toss
If weather forces the compressing of a tournament schedule as in 2005, the first measure used will be the elimination of lower seeded teams.
All regular season rules and procedures remain in effect without exception in post-season tournament play.
